Minutes of the Meeting held on 7th July 2009 (abridged)
Shirley
Ward Update
After studying crime hotspot details and crime figures Sgt. Rob
Smith gave an overview of crime over the previous three months.
Burglaries:- from a high of 19 burglaries in March, the months of
May and June showed only 1 burglary in each month. Three people had been
arrested and are on remand in connection with 40+ burglaries mainly
committed on the Shrublands Estate.
Motor Vehicle Crime:- this is increasing in several areas in
Shirley and is a mixture of "theft from and "theft of"
motor vehicles. A free Vehicle Crime Prevention advice session has been
arranged for Saturday 12th September 2009 10am-1pm at Halfords Store,
Wickham Rd.
Community Payback Schemes:- these have been approved at Edenham
School, Shrublands Community Centre and Fir Tree Gardens.
Youth Engagement "Fun in the Sun for Everyone":- Shirley SNT
have organised 6 weekly afternoon sports events on Tuesdays, commencing
21st July 2-4pm on Shrublands.
ASBO's: two "on-conviction" ASBO's are planned, court
dates in July. ABA's (Acceptable Behaviour Agreements) are being
considered and Shirley SNT are working with Croydon Anti-social
Behaviour Enforcement Officers when executing Warrants. Pressure is
applied to criminal council tenants to act in a more sociable manner or
be evicted from their premises.
Violence Against a person:- the figures appeared high to the
panel members but Sgt. Smith advised that there are very few random
assaults in Shirley. Most of those listed can be attributed to domestic
violence.
Burglaries in Bridle Road:- it has been confirmed that the two
recent burglaries were definitely not committed by the man sought by the
Minstead Team. No specific patrols have been requested by the Minstead
Team.
The SNT
crime priorities for the next 3 months will be:-

Other issues
-
CCTV
on Shrublands: 500 signatures have been obtained for a CCTV camera
to be placed outside the shops in Broom Road. Further news is
awaited as this petition has been presented to the council.

Parkfields:
great concerns that older youths with "staffie" type dogs
are occupying the play area. Council Dog handlers are constantly
being called in. SNT to investigate bye-laws about youths of 14+
years and will take any action necessary.

Concerns
were raised about a rise in ASB along the Wickham Road with drunken
behaviour and intimidation. The SNT will investigate and advise the
Ward Panel.

Kempton
Walk fence: the police and council advised that no further action
can be taken by them regarding the broken fence. It is for the
residents to combine and put pressure on the relevant residents'
association and agree an action plan.

Community
Crime Fighters' Grants: A member of the Ward Panel has obtained
funding for a new notice board outside Shirley Library to display
Safer Neighbourhood notices and information.

Minutes of the Meeting held on 31st March 2009 (abridged)

Ward Update
Burglaries: For each reported burglary there are victim reassurance
visits and leaflets are delivered by the Safer Neighbourhood Team to
surrounding homes. Additional high visibility patrols are carried out on
Shrublands Estate as this estate was the worst area for burglaries in
Shirley. Operation Spotlight posters delivered to Broom Road shops.
Motor vehicle crime: Crime prevention advice placed in current
newsletter (delivery late April). Additional patrols in the Spring Park
area. The mobile police station had been deployed at Orchard Way,
Shirley Way and Broom road on 21st February and crime prevention advice
had been handed out at each venue.
Drugs: Two search warrants had been executed on Shrublands. Both
warrants were executed after full consultation with Housing Association
and Council. Two additional arrests were made in Broom Road, after stop
and searches. One suspect (adult) given a Cannabis PND, 2nd suspect
(youth) charged with possession. On 26th March 09, a possession order
was obtained for a Shrublands address. The 17 year old youth subject to
this order has been the main drugs runner on the estate for over a year,
and has been responsible for the majority of the violent ASB.

Abrahams is meeting with the Drugs 'N' Alcohol Unit - they visit schools
and it is planned to go to Edenham School. There will be a multi-agency
meeting on 1st April at Edenham School looking at drug dealing, ASB,
etc. A Section 59 was served with regards to an off-road motorcycle in
the Parkfields area. The bike was seen in use the following day and
seized by the police.

Joint
SNT/Community Payback scheme started with 3 possible sites - Edenham
School, Shrublands Community Centre and Woodland area in Temple
Avenue.

Kempton
Walk Fence: no repairs have been carried out. Greenview residents
are also experiencing problems and Cllr. Marshall will liaise with
Cllr. Slipper on this matter.

A
petition in favour of CCTV near the Broom Road shops is to be
compiled. Councillor Marshall will then present this to the Council
in July.

members of the Ward Panel attended training at Croydon Town Hall
covering Anti-Social Behaviour and Working with the Police & the
Wider Community. The course was run by the Safer London Foundation.

Business
Watch - ideas to revive and set up the Shirley Business Watch were
discussed.

new Police Pledge was reviewed. A full version can be obtained from
